__________________________________________________ The Campaign 2000 Working Structure (proposed) 1. Campaign Committee Composed of the members of the county council, council appointees, and coordinators from each of the following working groups: 2. Volunteer Recruitment and Club/Local Development - formerly called the regional volunteer coordinators - also action/information alerts - phone tree 3. Action and Outreach - outreach, guerrilla PR, and exposure - Latino, African American, Women, Seniors, other political groups, and issue groups (labor, environment, etc.) 4. Media and Spokespeople - official spokespeople to be confirmed by the council 5. Literature and Campaign Materials - fliers, platforms, voter guide -- production, distribution - Note: We already have a voter guide working group which is due to meet soon. This group should probably be part of the Literature group. 6. Internet and Data Processing - already exists 7. Event Organizing - ad hoc as determined by Campaign Committee - volunteer recruitment and media rep should be involved from the beginning. Most of these working groups can be retained beyond the campaign period and hopefully form the nucleus for our post-campaign efforts which we need to be prepared for if we are to take advantage of the momentum. At least one council member is on each working group. The council member need not necessarily do anything but stay familiar with the workings of the group (although it is best if they are actively involved). Each working group shall elect a coordinator (or co-coordinators) to be the primary contact person and group facilitator. Decision-making and resolution of concerns should be attempted in the appropriate working group if possible. In-between meetings, the working group coordinator shall be empowered to make decisions on behalf of the working group. The Campaign Committee (or its coordinator in between meetings) shall be empowered to make decisions on behalf of the entire Election2000 team. Unresolved concerns may be brought to the County Council for resolution. Working groups can decide not to have regular meetings but instead delegate its decision-making responsibility to its coordinator. The Campaign Committee must be informed of any such arrangements. Each group shall develop a training program. It can be just a two page write-up but something that lives past the participant's involvement. Tasks and functions not specifically included above include: - Get Out The Vote (GOTV) Special ad hoc working group or Campaign Committee task? Includes voter registration, absentee ballot application disbursal, phoning, canvassing/door hangers placement for several weeks before election day, phoning and door to door GPTV on election day. - Fundraising Should probably be the concern of all groups although Tammy should be consulted on details. Do we need a separate Fundraising working group? - Training Should we have a special working group involved with training issues? This group will be a resource for all groups - documenting and arranging training programs. To formalize training and to share ideas among groups. - Green Clubs and Locals Up to the club or local to determine. Note: There was some feedback expressed about distinguishing between local Campaign groups and Local Green groups. I take no position on this. The new Campaign Committee should address these unresolved tasks and functions at its first meeting.
