Green Party of San Diego Council Meeting, October 9, 2001 Draft Meeting Minutes prepared by Carl Sachs 1) SD P&J. The coalition is working with various groups throughout SD, organizing rallies and teach-ins. Requested official GPSD support. Action: GPSD endorses SD P&J GPSD Council agreed to $50 donation Ann Menache agreed to be the 'official' liasion between GPSD Council and SD P&J. 2a) Uptown Greens. Bylaws submitted for approval (convering Hillcrest, North Park, Mission Hills, University Heights, City Heights). Organized for more efficient campaiging. Ric expressed concern over creation of a "mega-local", since this area contains 1/3 of all registered SD Greens. Karine argued that they are not organized into a structure; the local would enable them to do so. A split-off from the local is possible if it gets too big. Action: petition for formation of Uptown Greens certified, forwarded to GM (General Membership). 2b) Uptown Greens Forum on Terrorism. Tentative schedule for Nov. 17th (evening) Fundraising for GPSD/Uptown Greens. Expected cost: $934. Fundraising Proposals: (1) low-risk. GPSD provides matching funds for local, gets partially reimbursed and all surplus goes to local; (2) high-risk. GPSD fronts all expenses, and GPSD and Uptown Greens split the surplus 50/50. Concerns over high-risk proposal: 50/50 seems very generous compared to the 90/10 split with UCSD Greens fundraiser. Response: GPSD did a lot of work for the UCSD fundraiser; here Uptown Greens will do all the work. Ric stands aside; Lupita does not on the grounds that 60/40 seems more appropriate. Votes for high-risk proposal: 9 yea, 1 nay, 1 abstain. 3) ICC discussion. Discussion on whether or not GPSD could or should endore the ICC (International Criminal Court). Decided that (a) what GPSD says isn't very significant and (b) we should only endorse issues that we're willing to turn into a major campaign. Any proposal would have to go from GPSD to GPCA to GPUS. Action: Carl will work either through the Green Issues committee or through the SD P&J coalition. 4) Approval of Minutes. Minutes approved, with minor changes. 5) Treasurer's Report: Our balance is $2,865.42. $68.39 from Adams St. Fair. 6) Council Elections--advertising. Positions need to be filled through direct appointment from a local, general membership election, or elected at-large. Information on how to get on council nominations made on floor of GM meeting or before-hand. Ami volunteered to make calls to members for GM meeting (Nov. 18th). 7) Donor's List. Since we need to do a mailer soon, we first need to thank previous donors. Micki will see if she kept a list of names. 8) Report from GPCA Plenary - re-apportionment - platform committee - electoral reform - new delegate allocation formula - discussion of restricted/public documents; closed/open meetings 9) Campaigns and Candidates Bob Nanniga is running for City Council in Escondido (Lagoon Greens will meet with him) Yoland Escamilla running for city council in District 8. Action: Campaigns and Candidates Working Group will meet with Escamilla, report back to Council, and we decide _then_ whether to invite her to the GM meeting Agenda Item for Next Meeting: How do we 'rate' candidates and initiatives? 10) "Green Movement" web-page. A non-GPSD individual wants us to give him info about what we're doing. Decided against, on grounds that he has no formal standing with any Green Party. 11) "Hate Free Zone" campaign. Signs taken from Global Exchange, but modified. Available through web-site. Ended at 9:10 pm.
