Green Party of San Diego County County Council Meeting March 13, 2001 Draft Meeting Minutes Prepared by Jared Aldstadt 1.Review of Minutes Review of November 12th general membership meeting minutes - Minutes are approved. Review of January general membership meeting minutes - Minutes are approved. Review of February County Council meeting minutes - Minutes are approved with minor revisions to be made by Jared Aldstadt. 2. Financial Report - Ric Newbery reports on research he has done regarding a non-citizen treasurer for an unrelated matter. It appears that having a non-citizen treasurer is legal, as far as the FEC is concerned, as long as the person is a permanent resident as shown on their Green Card. There is a motion by Lupita Jimenez to appoint Muriel “Mickie” Adams as interim treasure. Karin Megerdoomian seconds the motion. The term of this appointment is until the next County Council Meeting, at which time the appointment may be extended. This appointment is made according to the Bylaws section 3-3.2h, which allows the county council to take action to ensure routine business of the county party is carried out. Lupita Jimenez will be the second authorized signature on the party’s bank account. This is done to permit emergency access to the account, and the second signature will only write checks with prior council approval. Council approves Mickie Adam’s request to buy supplies. Interim Treasurer’s Report - Magali Offerman reports that the current balance is $341.93. 3. Post Office Key - Due to a loss of one of the keys, Karine Megerdoomian has asked that the post office box lock be changed. 4. State Platform Committee Report - Michele Delehanty submits a hard copy report. The first reading of the platform is in progress. 5. State CC Report - Ric Newberry reports that the committee minutes are online - Ric is primariy involved in the Bylaws and Agenda committees. 6. State Mailer - To be discussed at the April Meeting. 7. State Plenary - April 29th - Sacramento Agenda should be ready by March 19th Delegate Packet will be distributed soon after. Discussion topics include electoral reform, bylaws, and CC elections San Diego County delegates will be elected at the General Membership - March 18th 8. Local Reports SDSU - Jared Aldstadt reports that work is centered around the campus newsletter. UCSD - Davis Leland and Gordon Chang submit a petition, statement of purpose, and bylaws. The council gives preliminary approval pending general membership confirmation. Lagoon Greens - Robert Nanninga reports - Events and issues include a garage sale, speaker’s forum, Encinitas Street Fair, and enforcement of Cardiff Reef protection. South Bay - Michele Delehanty submits report - Ron Fraga is elected chair and Jon Delehanty is the county council representative. A brainstorming session was held and the group decided to focus on community sustainability (rent control, sprawl, living wage). Meetings will be held the first Friday of every month. 9. Bylaw Committee - On hold for Nader Fundraiser 10. Electoral Reform Working Group - Lupita Jimenez and Ron Fraga gave a presentation about instant runoff voting (IRV) to State Assembly member Juan Vargas. He said he could not support it. 11. Past Events Sunflower Awards - 53 awards were given for workers on the 2000 campaign. There were about 40 Greens in attendance. The Green Wall of Wonder was constructed, which tracks the history of the Green Party in San Diego County. Energy Rally - An energy rally was held in Horton Plaza in conjunction with the Coalition for Affordable Public Power (CAPP). There was lots of TV coverage and a good turnout. The rally did start late, and this might hurt the party’s relationship with the press. 12. Online Decision Making - The proposal submitted by Ric Newberry is approved on an interim basis. Magali Offerman will be the interim facilitator. 13. Misc. Ric Newberry suggests a timed agenda for future meetings, and this is approved. The next county council meeting will be held on April 10th at 6:30PM in the home of Ed Zugates.
