MEETING MINUTES (4/2/99 v.2) San Diego Green Party MEETING MINUTES April 2, 1999 General Membership Meeting Ric Newbery opened the meeting at 7:25 PM. _________________________________________ ATTENDEES: Gary Waayers, Robyn Waayers, Ann Menasche, Jim Baselon, Joe Mortz, Jane Bateman, Tammy Tatum, Ricardo Newbery (facilitator), Linda Martin, Dave Chase, Sylvia B?, Erl ?, Aubyn Stahmer (notetaker) _________________________________________ ANNOUNCEMENTS: Linda: The first Green has been elected to the California State Assembly. he last 3rd party candidate was elected 83 years ago. Greens do well in special elections. Gary: Reminded everyone that only registered Green party members could vote during the meeting. Others were welcome to attend. Joe: Joe has voter registration packets if we need them. It is a good time to try to register people as Greens with all the publicity. Joe: Joe is organizing a Gay and Lesbian Local called Queer Greens. The group will meet at the book garden on April 16th. All are welcome to attend. Discussion: - Sylvia was concerned about making segregated groups. - Joe: It is good to establish local groups to keep with the grassroots agenda of the organization. The Gay and Lesbian communities need representation. - Ric: We want grassroots locals as we grow, not just one council. - Sylvia: Concerns about factions, need good communication. - Tom: We need small groups to survive. They small groups can unite under the Green Party. - Tammy: The purpose of the County Council is to facilitate communication with and to support Locals. - Ann: in 3/00 there will be an anti-gay marriage proposal on the ballot. It is important for Greens to take a stand. Linda: She has lots of stuff in her car to sell such as Green labels, T-shirts, lit etc. _________________________________________ FOCUS AND GOALS Tammy presented her focus and goals proposal developed from the county council meeting the previous month. Discussion: Ann: Want to add ³attending progressive events and demonstrations with banner, speakers and literature² to item number 4. Gary: This is covered in the statement "any activity" Ann: participation makes us more visible. Tammy: We can look at each event and see how it fits into the goals. Tom: Supports the document as it is because it is brief. Jayne: Number 5 should say Green Party of San Diego County instead of GPSD. GPSD is confusing to people who are in San Diego city who may wish to form a local. She would like County added to bylaws as well. Ric: This is a separate issue to be discussed with the bylaws committee. Jim: Doesnıt like the word progressive in the amendment. AMENDMENT VOTE; Ann would like to vote on the amendment. Consensus does not allow us to vote on an amendment. In order to add the amendment Tammy would need to allow it or we would need to vote down the proposal as it stands then add the amendment. VOTE ON FOCUS AND GOALS PROPOSAL: (15 voting Greens present) In Favor: 11 Against: 2 Abstain: 1 PROPOSAL PASSES _________________________________________ ADDITIONS TO THE COUNTY COUNCIL: The bylaws state we can have as many members of the County Council as we would like. The group was asked if anyone would like to be added to the County Council. Gary nominated Joe Mortz, who agreed to join if elected, and Ann Menasche indicated she would like to join as well. Secret Ballot Vote: Yes No Abstain Joe 12 0 1 Ann 8 3 2 Action: Both added to the County Council _________________________________________ BYLAWS COMMITTEE REPORT: Ric reviewed the minutes for the Bylaws committee meeting (see text of minutes -- summary follows) The group has no immediate recommendations at this time. Reviewed the proposal introduced at the last meeting regarding process of meetings: - The majority of items are already covered in the bylaws - Reviewed proposal suggested mandating equal time to both sides of an issue - unclear how to implement - committee reviewing how this might work - perhaps ensuring enough time to review proposals before presenting them to allow people to give opinions and feedback before the meeting. - Voting thresholds: revisit later, not enough time. - Accountability of elected officials: This will go back to the Council as it is not appropriate for this committee. Reviewed various sections of the bylaws: - General membership compositions section - felt this was good - Make up of County Council ex-officio representative (person who holds a seat on the council because of elected office in the county). The committee would like to remove the voting rights of those people. - Standing Rule D: finance committee--we should delete this rule and absorb by the County Council. The language is excessive. The committee will suggest a change here. - Standing Rule E: Conflict resolution, as above. _________________________________________ COMMENTS: Ann: We are for proportional representation in life but not here, here we want a 2/3 majority. And it is less democratic that we cannot amend from the floor. This is a Green Party Rule Tom: Would like to hear a proposal on proportional representation. _________________________________________ FUNDRAISING REPORT: The committee reviewed Janeıs budget. Liked it even though it was ambitious. There was concern about charging for membership. The committee is working on a large event. The garage sale brought in $221.05 We will do another garage sale later. There will be a can for donations at earth day. Hopefully small events will raise money for larger events. _________________________________________ INTERNET WORKING GROUP REPORT: Carl and Tom would like to join. They can do this by calling Ric. _________________________________________ EARTH DAY: Sunday April 18th Sign up to table at Earth Day. Need multiple people at the table. Earth Day is put on by EarthWorks. Any one can table there. There will be a parade for children, booths etc. The Green Party March for a Sustainable Future will take place at Noon. At the table we will: register voters, explain about the Green Party, have information, pass out fliers and other literature, sell buttons and T-shirts. Sign Building Party at Robyn Waayers home 10 am Sunday April 11th _________________________________________ STATE GREEN MEETING: Working on a group meeting There will be no voting so no official delegates needed. Some groups are policy oriented and others are issue oriented. Groups vet proposals to go before the assembly The Agenda for the May gathering has not been set yet but will be posted. The meeting will be held May 22nd and 23rd in Santa Ana Anyone who is interested can register. There may be a fee. If you register early and let them know they may be able to provide host housing. Be sure to let them know if you have any special needs (e.g. animal allergies). _________________________________________ WORKING GROUPS: Newsletter Working Group formed Chair-Aubyn , Adam, Tammy, Jane, Carl Tabling Working Group formed Chair-Gary , Robyn To allow for a central location for materials, training and coordination of tabling _________________________________________ VOTER REGISTRATION: A demonstration of how to register voters was provided. Remember to read the form. Register everyone even if they do not register Green. All voter registration cards need to be in the mail within 72 hours _________________________________________ Meeting adjourned at 10:00PM
